A publication's rulebook for spelling, punctuation and usage, so that everything it prints stays consistent.
A style guide settles the thousand small questions that would otherwise be argued forever: is it adviser or advisor, 9am or 9 a.m., per cent or percent. Each masthead keeps its own, and good reporters learn it and follow it, because consistency is part of looking authoritative. "House style" is the everyday name for the same thing.
