A short, striking quotation lifted from a story and printed large on the page to catch the reader's eye.
A pull quote takes a vivid line from the copy and blows it up as a design feature, breaking the grey of a long article and tempting the passer-by to stop and read. Subs and designers choose it, not the writer, and they look for something punchy that works out of context. It should be a genuine quote from the piece, reproduced accurately, and not the headline in disguise. Used well it sells the story; overused it just clutters the page.
